Ontario's construction industry is booming. With construction comes the legal requirement to manage excess soil. The first phase of Ontario's excess soil laws is in legal force and effect. The second phase is coming into force on January 1, 2022. As this new legal regime applies to all projects where excess soil is generated, these changes will affect the construction and waste management industries, municipalities, land owners, developers, consultants, and contractors, all of whom face new legal risks and requirements.
