John's presentation is titled: Regulating for Caribou Protection - What Can Work?

Barren-ground caribou populations across North America have fallen precipitously over the last decade. Governments, co-management authorities and aboriginal rights holders are responding and taking the actions necessary to protect and manage caribou. Mining companies in Nunavut and the NWT are affected by concern about caribou and they are making commitments to avoid or mitigate impacts on caribou from their operations. The tensions around the best approach to caribou protection are clear in relation to the recent decisions by environmental assessment authorities in relation to the Jay Project and the Back River Project. This presentation will explore the pros and cons of fixed area versus mobile area approaches to caribou protection from a legal and policy perspective. It is intended to contribute to informed discussion about best choices for caribou protection.
